Observation

Lindsey Tang left the portable with some children. She led the group out of the portable, but 2 children remained in the portable. Lindsey did not ensure all children were with her. She was more than half way to the gym doors before the other 2 children caught up with the group. Lindsey never noticed the children were not with the group or that they were still in the classroom. Sheena Mathew and Lindsey Tang were responsible for 17 children each for a total of 34 children which exceeded the group size and capacity of cafe 1. Charles was with his group of 17-21 children alone before Zsanna joined him.
